曾晓芃:《关于亚大区虫害管理协会联盟标准共享的倡议》

 “2018亚洲及大洋洲地区害虫管理协会联盟害虫峰会”期间,9月28日中午举行了“国际专家交流会”,国家卫生标准委员会病媒生物控制标准专业委员会秘书长、中国卫生有害生物防制协会专家委员会主任委员曾晓芃在会上提出了《关于亚大区虫害管理协会联盟标准共享的倡议》,倡议得到各国和地区专家的积极拥护和支持。《倡议》内容如下:

随着社会的发展,标准化水平已成为企业核心竞争力的基本要素。标准的实施不仅可以提高有害生物防制服务企业的服务质量,引导行业向更加健康有序的方向发展,同时标准也是企业走向国际市场的“通行证”,有利于促进行业的互联互通。

近年来,亚大区虫害管理协会联盟内各成员国陆续出台了一些有害生物防制相关标准,例如中国目前发布了47项国家标准、2项行业标准、2项团体标准,昨天我们又新发布了2项团体标准,这些标准的发布与实施对规范有害生物防制服务行为,提高服务质量起到了重要的作用。我们其他成员国也有类似相关的标准,因为国情的不同,标准的内容可能会有所差异,但是标准最核心的技术内容和服务规范却是共通的,近年来,随着亚大区社会经济高速的发展,对有害生物防制服务的需求也随之不断增长,市场和用户对服务的规范化要求越来越高。因此,亚大区联盟有必要提高对标准的重视程度,从整体上着手对行业的标准进行规划,通过共享标准和制定标准来指导成员国提高行业的服务质量,促进成员国之间的服务保持一致,有利于PCO企业在各成员国之间开展防制服务。为此,我提出三点倡议:

1. 标准共享。目前,包括中国在内的一些成员国已经制定了有关标准,我们建议亚大区虫害管理协会联盟建立一个标准的共享平台(比如在网站上设置标准板块),成员国可把已制定的标准放在平台上进行共享,中国也愿意将所制定的标准放到平台上,供各国借鉴使用,这次我们首先提供了4个国家标准和2个团体标准的英文版供各成员国参阅。

2. 共同制定标准。对于一些目前需要各成员国共同遵守的标准、准则,或亟需与缺乏的标准,我们建议在吸收借鉴各国已有标准的基础上,由亚大区联盟牵头组织制定亚大区有害生物防制的一些技术标准和服务规范,供各成员国使用,同时也便于一些PCO企业进入不同国家开展服务。

3. 共同推进。为了更好的推动标准共享和共同制定标准工作,加快速度、提高效率,我们建议亚大区联盟先行成立一个标准化工作推进小组,由感兴趣的成员国和企业共同组成,中国协会愿意积极参与、牵头组织,并全力提供支持。

 

 

Initiatives on Standards Sharing of FAOPMA

With the development of society, standardization level has become the basic element of core competitiveness of enterprises. Implementation of standards can improve the service quality of pest control service enterprises and guide the industry development towards a healthy and orderly direction, and standards are a “pass” for enterprises to enter international market, conducive to promotion of industrial interconnections.

In recent years, all member states of the Federation Asian and Oceania Pest Managers Association (FAOPMA) have released some pest control standards. For example, China has released 47 national standards, 2 industrial standards and 2 group standards. Yesterday, we also released two new group standards. Release and implementation of these standards have played an important role in standardization of pest control service behaviors and improvement of service quality. Our other member states have similar standards, but contents may be different due to different conditions of countries, however, the core technical contents and service criterion of standards are common. In recent years, with the rapid socio-economy development in the Asia-Oceania Region, the demand for pest control service has also increased. Market and user’s requirements for standardization of services become increasingly higher. Therefore, it is necessary for FAOPMA to focus on standards, make an overall planning on industrial standards, guide the member states to improve industrial service quality by standards sharing and formulation, and promote the service consistency among the member states, beneficial for PCO enterprises to conduct control services among the member states. For this purpose, I propose three initiatives:

1. Share standards. At present, some member states (including China) have formulated relevant standards. We suggest FAOPMA to establish a standards sharing platform (e.g. setting up a standard zone on website). The member states may share the existing standards on the platform, and China is also willing to share the existing standards on the platform for reference by each country. This time we have provided 4 national standards and 2 group standards in English for reference by member states.

2. Jointly develop standards. For some standards or criteria, or urgently needed or lacked standards, we suggest that, based on the existing standards of each country, FAOPMA leads to develop some technical standards and service criteria for pest control in Asia-Oceania Region for use by member states, facilitating some PCO enterprises to enter different countries to carry out services.

3. Jointly promote. In order to promote standards sharing and formulation, speed up the pace and improve efficiency, we suggest FAOPMA to take the lead in establishing a standardization promotion group, composed of interested member states and enterprises. The Chinese Pest Control Association is willing to actively participate in it, and take the lead in organization, making every effort to provide supports.
